これは、AとBの意味は対比している関係にあります。
「ところが一方では」
ぐらいの訳がピタリと当てはまるのかもしれません。
英英辞典で調べると、
to link two ideas that contrast with each other
な感じで説明されています。
一文のなかで2つの考えを対比する場合に、この
whereas もしくは while
などを使ったりするのですが、
これが二文に分かれた場合には、
however や on the other hand
を使って文をつなげたりします。
例えば一文の中で対比する場合、
In Japan the hottest month of the year is usually August,
whereas in Australia the hottest period is usually in February.
そして二文の中で対比する場合は、
In Japan the hottest month of the year is usually August.
On the other hand, in Australia the hottest period is usually in February.
